WWE hasn’t always been underneath their current PG banner. Before it was rebranded into World Wrestling Entertainment, it was basically a show for adults. It included many Bra and Panty Matches from hot divas, and many moments that would be considered “too much” TV for this generation. The women of this era were not watched for their wrestling skills. They were instead hired for their looks, and as a way of bringing in more male fans.
It wasn’t just the divas that were sexualized either. The language that was used on WWE TV pre-2002 was a lot riskier than what is currently deemed acceptable. Goldust’s character was one of the most sexual characters ever shown on TV. Val Venis was also another sexualized character in WWE at the time. Not only did his name rhyme with a part of the male genitalia, but his character was actually an adult film star that often made movies with the spouses of whichever superstar he was feuding with.
It was obviously a lot more acceptable in the 1990s to have characters that pushing the boundaries of what was acceptable, but as the following list shows, there were already enough sexual references on WWE TV to leave fans scarred for life:

There was a reason that Edge was called The Rated R Superstar. Edge proved that he was rated R when he cashed in the first ever Money in the Bank Briefcase at New Year's Revolution in 2006 and decided to have a live sex celebration in the middle of the ring along with Lita the following night on Raw. This celebration saw the duo undress each other before disappearing under a duvet where Lita’s breast accidentally fell out and was seen by the entire WWE Universe. This was thought to have been one of the steamiest moments of WWE’s new era.
