Sergei Alekseyevich Tsikalyuk, born on March 1, 1959 in the island of Sakhalin in Russia, has earned his estimated net worth of $1 billion as the largest shareholder in VSK, one of the biggest commercial insurers in Russia which he founded in 1992. Since then, he served as the Chief Executive Officer of the firm that initially provided health and life insurance for army personnel. In 2002, AIG announced its interest in buying the insurance company but the army was against the deal. He decided to broaden the company into a general insurance firm with half of its portfolio coming from car insurance deals.

In 2011, Tsikalyuk sold a 25% stake in VSK for $220 million to RESO, the group owned by billionaire brothers, Nikolai and Sergei Sarkisov. Last year, it was reported that the deal might include the insurance company, Soglasiye, which is owned by Mikhail Prokhorov. The merging of the two companies led to the biggest player in the insurance market in Russia.
