Wagner on August 2, 1960 in Gary, Indiana, he attended Indiana University and graduated in 1983 then earned his law degree from the University of Virginia. He moved to Dallas where he became a licensed CPA in the state of Texas. He began his legal career with the national firms Akin, Gump, Strauss, Hauer & Feld, and Hopkins & Sutter.
