At a very young age, Andrey Ternovskiy was introduced to the Internet and by 11, he had already started coding. He is known to be the founder of Chatroulette! which is an online chat website that allows webcam-based conversations between two strangers from different parts of the world. The partners are randomly chosen. Users of the site may start communicating through chat, audio and video.

The creation of this site was inspired by his want in the past to communicate with his friends and other people. Currently, Chatroulette! is using seven high-end servers that are based in Frankfurt Germany. According to Andrey Ternovskiy, he chose to keep advertisement links on his site at the minimum. He claimed that he only had four advertisements at the bottom of his site which he considered as already enough in covering all his expenses.
