Vadim Novinsky was born on June 3, 1963 in Staraya, Russia. He is a graduate of the Academy of Civil Aviation. Novinsky is currently married with three children.  Right after graduation, he started working for several companies in Russia. In 1986, he began working in Russia, at Lukoil North West. Eventually, he started acquiring Ukrainian metallurgy companies.

Together with billionaire Andrei Klyamco, Vadim Novinsky currently co-owns Smart Holding Group. Currently based in Ukraine, the group holds interests in agriculture, development, shipbuilding, oil and gas sector as well as BM Bank and Unex Bank.
